All electric heaters are 100% efficient, 1000 watts of energy in 1000 watts of heat out (normally measured in btu’s). Electric heaters DO NOT use oxygen PERIOD.
Some electric heaters are safer than others, some are downright dangerous. Is there a heater that plugs into a 15 amp 115 volt AC circuit worth $300 or $400 dollars? Think so? Want some cheap waterfront in Florida? I’ll show it to you, by the way best time to see it is seasonal low tide.
